The Armor Compensation skills have 2 sets of effects:
For PASSIVE hardeners (e.g. Energised Thermic Membrane) they give a 5%/level bonus. So with level 4 (20%) a passive hardener with base 20% resist becomes 20*1.2=24%. Adaptive membranes (passive omni) benefit from each skill by resist type.
For ACTIVE hardeners (e.g. Armor Thermic Hardener I) the skill grants a passive bonus when the hardener is NOT activated. So you would get 50% bonus when on, and e.g. 12% at Thermic Armor Compensation IV when the hardener is off. This is only useful if you forget to turn on the hardener or are neuted so hard you can't run a tank, neither of which is really a situation you want to be in much. ----------

is this how it works?
There are two mechanics at work here.
The 1st is the effect of the skill on the membrane: Energised Adaptive Membrane I: 15% to all resists. Explosive Armor Compensation III: 15% bonus. Thus EANM-1 now gives 15*1.15 = 17.25%.
The 2nd mechanic is the effect of the resistance module on the resists. This is not a direct resist bonus (otherwise adding 10% to a 90% resist ship would make 100%) or even a straight multiplication (this would give 90% --> 99% resist). The resist bonus is applied as a "reduction to permittance" as follows: 10% EXP resist is actually 100%-10% = 90% permittance. 17.25% resist bonus is 100-17.25 = 82.75% permittance multipier. New permittance is 90*.8275 = 74.475% Thus resistance is now 100-74.475 = 25.525%. ----------

hold on, so WITH an EANM on which adds 15% resistance to all damage types i would only get a 6.9% boost? or am i confused again?
As explained above, you really are taking 17.5% less damage, even though the "resistance" only went up 6.9%.
Since you now seem to understand the compensation skill, I'll use a simple 50% active hardener to make an example.
Say you have a base 60% EM resist. You add a 50% EM hardener and by our mechanics the resistance goes to 80%. Your permittance has gone from 40% to 20%, so you really are taking 1/2 as much damage, you just need to wrap your head around reciprocal ratios. ----------
